Educational project for children “Police Cadets”

Legal education of the younger generation is relevant in any society. In our society it is an urgent necessity. Nowadays, human values are often neglected, there are practically no mass children’s and youth organizations, and the media sources often popularize violence and permissiveness.
Taking into account the foregoing, the question arose about the implementation of purposeful legal education for schoolchildren, adolescents and young people, the implementation of their cultural-patriotic education, the formation of a stable law-abiding behavior, and intolerance to unlawful acts and violations of the law.
PURPOSE AND OBJECT OF THE PROJECT
The purpose of the “Cadets of Police” program is to implement the provisions of the Constitution of Ukraine and the Ukrainian Law “On National Police” related to the interaction of law enforcement agencies with the public, openness and transparency of law enforcement activities, and increase public confidence in the organs and units of the National Police of Ukraine.
Program tasks are:
- to form among the project participants a stable system of knowledge about modern state and law, civil society, rights and duties of a person, the role and place of law enforcement bodies in protecting the rights and freedoms of citizens;
- to form legitimate behavior skills among the participants, positive motives for active participation in the public life of the country, in particular, assistance to state bodies in the fight against crimes and other offenses, if necessary;
- to raise the personality traits of a citizen of Ukraine in respect to the national symbols, traditions and customs of the Ukrainian people, belief in the necessity of strict observance of laws, a negative attitude to unlawful deeds, including formation of a healthy lifestyle;
- to provide social assistance and legal education for children from low-income and single-parent families, children from families of internally displaced persons, children from families of deceased law enforcement officers.
PROGRAM PARTICIPANTS
Classes and lectures of the project “Cadets of Police” are held taking into consideration age peculiarities of its participants. According to their age, the participants are divided into 2 groups:
- aged from 9 to 13 year – “Junior Cadets of Police”;
- aged from 14 to 18 years – “Senior Cadets of the Police”.
Highly qualified scientifically-pegagogical staff of the Kharkiv National Universty of Internal Affairs is involved into holding the project classes and lectures. The staff of the frontline police of Kharkiv and units of the Head Office of the National Police in Ukraine in Kharkiv Region can also participate in holding the classes of the project by prior appointment, including the representatives of public human rights activist organizations and practicing psychologists.
GENERAL STRUCTURE OF THE PREPARATION PROGRAM
The program consists of three main units – theoretical training, physical education, practical training and familiarization with the peculiarities of the units of the National Police of Ukraine.
The total duration of the program is:
“Junior Police Cadets” – 30 hours, including:
- theoretical training – 12 hours;
- physical education – 10 hours;
- practical training and familiarization with the peculiarities of the work of the units of the National Police of Ukraine – 8 hours.
“Senior police cadets” – 36 hours, including:
- theoretical training – 14 hours;
- physical education – 14 hours;
- practical training and familiarization with the peculiarities of the work of the units of the National Police of Ukraine – 8 hours.

SPECIFICS OF REALIZATION OF SOME PROGRAM PROVISIONS
The program is implemented on the basis of the Kharkiv National University of Internal Affairs with the assistance of the Non-governmental organization “Ukrainian Student Fraternity “The Elite of the Nation”.
The organizational support of the program rests on Anatolii Klochko, the Vice-rector of the Kharkiv National University of Internal Affairs.
Schedule of classes on the program “Cadets of Police” is made by the teaching and methodological department of the University in accordance with the thematic plans of preparation specified in Section III of this provision.
The frequency of program implementation is determined depending on the load of the scientific and pedagogical composition of the university and the number of people wishing to study.
Thematic plan of the participants training program can be changed by agreement of the parties.
The maximum number of participants in each age group is 100 people per set.
Participation in the program is voluntary. In order to ensure the social orientation of the program, special attention is paid to the involvement of children from low-income and single-parent families, children from families of internally displaced persons, children from families of deceased law enforcement officers.
In order to provide the optimum number of participants in the program and identify the motivation of the ones wishing participate in the program, the university may have an interview with the candidates for project participation.
If a student misses 2 or more classes without valid reasons is the reason for his deduction from the program.
For participation in the program “Cadets of Police”, written consent of the parents or caretakers of the child (under 18 years of age), a certificate of good health from the doctor and the absence of a ban on physical activity is required.
Participants of the “Cadets of Police” program are divided into groups depending on the number of participants and each person is assigned a responsible person.
To participate in the program, participants must have a sports uniform, sports shoes, personal hygiene items.
According to the results of the “Cadets of Police’ program, participants gets certificates in solemn athmosphere.
