In the framework of existing modern issues facing young people, need for skills in project management and public administration comes first.

Public administration and project management is the right way to solve current, topical tasks in the field of state, public and commercial activities.

PURPOSE AND OBJECT OF THE PROJECT

The goal of the project “School of Public Administration and Project Management” is to train young active people who work or plan to work in the public sphere or business in the basics of public administration and project management. The project is also aimed at the formation of modern skills which will increase personal and professional attractiveness and creatively influence the development of the Kharkiv region. In addition to stated earlier, it increases the skills of specialists in the field of local government.

The main tasks of the project “School of Public Administration and Project Management” are:

• to master modern tools for solving complex practical problems;
• to master practical skills in project management, actual for state, public and commercial activities;
• to raise the professional level of participants and as a result to increase the competitiveness of the Kharkiv region;
• to form the leaders capable of generating ideas and taking responsibility for overcoming challenges;
• to form the knowledge and actual skills of public administration and project management.

PROJECT ORGANIZERS

The organizers of the project “School of Public Administration and Project Management” are the non-governmental organization “Ukrainian Student Fraternity “The Elite of the Nation” together with the Department of State Administration, the Department of Public Administration and the Department of Regional Economics, including the Simon Kuznets National University of Economics, with the support of the public institution “Kharkiv Regional Youth Center”.

The project sponsors can be state and public organizations of all levels that provide financial support for project activities, as well as provide technical, organizational and intellectual assistance in the preparation, organization and implementation of project activities.

Project activities are managed by the Project Organizing Committee. The organizing committee consists of representatives of the organizers and sponsors of the project.

The Organizing Committee of the project solves all issues of financing, staffing, if necessary, forms a public council of the project, as well as solves other issues related to the preparation and implementation of the project.

The general control over the preparation, financing, organization and implementation of the Project activities is carried out by representatives of the Department of State Administration, the Department of Public Administration, The Simon Kuznets National University of Economics, The NGO “Ukrainian Student Fraternity “The Elite of the Nation” and “Kharkiv Regional Youth Center”.

PARTICIPANTS OF THE PROJECT ARE

• young active people who work or plan to work in public sphere or business;
• specialists employed in the field of local government.

PROGRAM

The program provides a range of training sessions, lectures, trainings, seminars twice a week (Tuesday, 17:00 to 20:00), within a month. Classes are held in the lecture halls of the Simon Kuznets National University of Economics.

Lecturers of “Schools of Public Administration and Project Management” are the leading specialists of the Department of State Administration, the Department of Public Administration and Regional Economics, including the Simon Kuznets National University of Economics. They possess many years of theoretical and practical experience in project management, writing grant applications and implementing projects into life.

The curriculum for the participants in the Project is listed in Annex № 1 to the Regulation.

Form of work of participants is as follows:

• theoretical material;
• solving practical tasks.

FEATURES OF REALIZATION OF SOME PROVISIONS OF THE PROJECT

Participation in the project is voluntary. Organizers can arrange interviews with candidates in order to provide the optimum number of project participants and identify the motivation of those who wish to participate in the project.

At the end of the project, participants receive certificates of passing the “School of Public Administration and Project Management”. If a participant misses 30 per cent of classes without valid reason, he or she will not get a certificate for passing the project.

To participate in the project “School of Public Administration and Project Management”, the candidate must fill out the application form on the website: www.eliteofthenation.org for participation, indicating the valid data, and attend the interview if it is appointed.
